The Consortia Group was appointed to carry out the remodelling and refurbishment of the 5th Floor at Rail House, Liverpool, to support further occupation by TransPennine Express (TPE). Similar to the York Queen Street Debt Recovery Office Project, the works were required to provide additional office accommodation for staff supporting services from the adjacent Lime Street Station.
In addition to fit-out works, the project included partitioning, mechanical and electrical works, furniture supply and installation, and careful coordination with ongoing operations within the building.
This was undertaken on the fifth floor of a live building, requiring careful segregation, good housekeeping, and clear communication.
From the outset, the team prioritised communication, safety, and coordination of shared spaces, monitoring access, materials handling, and construction traffic.
Flexibility was key to delivery. Midway through, a major variation was requested. To accommodate this, we convened a site meeting, re-prioritised tasks, and re-sequenced works to keep the project on programme. When further late-stage variations arose, we proposed delivering these under a separate small-works order, reducing overheads, increasing flexibility, and avoiding delays.
Throughout, we took a responsive and proactive problem-solving approach, acting quickly on client instructions, accommodating design changes, and managing deliveries effectively despite logistical restrictions. This included manually moving equipment via stairs due to a broken lift, which we achieved without delays or any H&S incidents.
Thanks to our approach to managing the works and variations, the project was delivered to a high standard and on programme, allowing TransPennine Express to expand operations seamlessly from Rail House on the timescales originally planned.
